Background
In 2002, the Chief of Naval Operations (CNO) promulgated Seapower 21. It provides a framework to align, organize and integrate the U.S. Navy to meet the wide variety of challenges that lie ahead. The CNO called upon the entire Navy, including Naval Sea Systems Command (NAVSEA) and the Warfare Centers (WCs), to find ways to become more efficient and effective. To meet Seapower 21 objectives and to increase efficiency, the Naval Surface Warfare Center (NSWC) and the Naval Undersea Warfare Center (NUWC) have aligned to provide seamless integrated support for twelve core Product Area Directorates that nationally are very small planning and oversight offices. The day-to-day project management, planning, staffing and project execution will be provided by the geographically diverse NSWC and NUWC Divisions.
About SeaPort-e
SeaPort Enhanced (SeaPort-e) is a Navy Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) for Engineering, Technical, Financial and Program Management services. SeaPort-e provides a common, performance-based vehicle for consistent acquisition processes and policies across Navy and Marine Corps commands while still allowing decentralized ordering. The contract has a four year base with two five year award terms for a total of 14 years, and a ceiling value of $38 billion.
SeaPort-e uses cost and fixed price Task Orders, and requires guaranteed cost savings through reduction methods and volume discounts. SeaPort-e customers include the Naval Sea Systems Command (NAVSEA), Naval Air Systems Command (NAVAIR), Naval Supply Systems Command (NAVSUP), Space and Naval Warfare Systems Command (SPAWAR), Military Sealift Command, Naval Facilities Engineering Command, and Navy Strategic Systems Programs (SSP). This contract allows the Navy and Marine Corps to create cost-effective and integrated business practices for all their Virtual Systems Commands (SYSCOMS). |
